The neutral plates just means they are not connected to anything. In this video I'm using about 3 tablespoons of baking soda to 3 gallons of tap water.

Slow down folks. Water is not two molecules of hydrogen and one molecule of oxygen. Water is the molecule (hydrogen and oxygen are not the molecules). The water molecule is consisting of two atoms of hydrogen and one atom of oxygen. Atoms make molecules. Isn't that what I learned in 6 semesters of university chemistry? "Yourthevictim" posted some stuff that make me think he's the chemistry major! I was the zoology major.

Fine job, You gona have more produktion if you bring the plates closer together.
Annyway its working already good, can You send somme plan, of the construction and the things You used.
I'm gona make 6 units and collect in a gas tank to use like LPG gas in the car.

Now there is something called Covalent Bonding. where in our example, 2 H can bond and share the same electrons. And if there is an Oxygen introduced, then the natural bonding of water takes place. Do a search for Covalent Bonding. It may shed some light on the subject. I hope that helps you out. I'm not a scientist, just an amateur... ;)

Electrolysis 101

At the Cathode (-ive):
2H20 (l) + 2e --> H2 (g) + OH- (aq) the reduction of Hydrogen

At the Anode (+ive):
2H20 (l) --> O2 (g) + 4H+ (aq) + 4e the oxidation of oxygen

the Net equation of the electrolysis of water is (by equating the half cell equations):

2H20 --> 2H2 (gas at cathode) + O2 (gas at anode)

so no, your apparatus does not yield 100% hydrogen gas, but rather a 2:1 mixture of hydrogen and oxygen
